Named for attorney Luther Loren Baxter, Baxter was known for the manufacture of railroad ties as well as being a farming community. Mr. Baxter was attorney for the Northern Pacific Railroad. He was also active in politics and served in the state legislature and as a judge. He is also credited for serving as a Civil War colonel.
